of Exile explains the background for City
of Illusions, so you might want to read them in that order.
Both these novels and also Rocannon's World are collected
in a single volume as Worlds of Exile and Illusion.

I believe this was the first Le Guin book I ever read. As you may guess,
it was not the last.
Planet of Exile is a beautiful love story that takes place under harsh
conditions. On the planet of Werel, there is a faltering colony of terrans
- humans from Earth - who live in a large stone city, close to the sea.
Not far away are the local inhabitants, the Tevarian. The planet Werel
has an extremely long year - as long as 65 Earth years. Now winter is
on its way, and tribes of the nomad Gaal are about to arrive, bringing
death and distruction. Usually they come in small groups, but this year
they come united, like an army, and the terrans and tevarian are forced
to join forces to stand a chance. There is also a bittersweet love story,
of a tevarian girl, Rolery, and a terran man named Jakob Agat. Even though
their love is not "proper", it is that "one noble thing" they need to
find strength.
